The National Secretariat of the Catalan National Assembly,
meeting in regular session on February 15, 2014, in Manresa, taking
into account the obvious progress in the process of independence made
in recent months, and the prospect of major events that will occur in
the future, has adopted its position, you want to make this public
STATEMENT OF FEBRUARY
Preamble
On 23 November 2013, Seva (Barcelona), the National Secretariat of the
ANC made public his statement of November, which valued the evolution of
the process of independence and proposed seven points that had set the
course in the following months.
In particular, the declaration of November focused on the importance of
consultation and unity of action in the European elections.
Three months later shows that the first four points have been accomplished.
By now, the date is already known -9 November 2014 - and the question
that should allow the citizens of Catalonia decide our political future.
The National Secretariat of the ANC believes that the broad agreement
reached about the date and the question justified the delay to the date
that we had proposed, as well as the formulation of a question, though
not the we would have wanted, reveals support for the independence of
Catalonia.
The processing of the request of the Parliament of Catalonia to the
Congress to organize the consultation has further expanded the political
unity and, at the moment, MPs in favor of exercising the right to
decide to have reached two-thirds of the members of Parliament.
European elections of May 25 still a challenge and an opportunity. In this sense, a single candidacy and civic sociopolitical spectrum have allowed:
a) Measure the evolution of popular support to the process of state-building itself.

c) To hear the voice of our process with all the force possible.
The European Union will play the main frame where the recognition of
the independence of Catalonia, and Catalonia is above all an "internal
affair" of the European Union.

We deeply regret that in those moments the political parties have not
been able to pick up the cry of unity of the people and present a single
candidacy.
The unit of political action increasingly necessary, is far from being a reality.
In this scenario, the processing of the Act consultations no referendum will be key to the future of the process.
The unit of political action must be specified with a wide
parliamentary majority to ensure better management of time to process
and approve this law and call for consultation. The query on the 9th of November will be the first exercise of sovereignty that allows us to complete the process successfully.
Therefore, the National Secretariat of the National Assembly publishes the Catalan
Stance:
One.
In the present context, the Assembly is committed to continue working
to expand and strengthen the social majority vote yes and yes
consultation to be held on 9 November 2014 and encourages other social
and political actors to the same.
Two.

European elections of May 25 is a unique opportunity for the ongoing
internationalization of Catalonia and a new step in the construction of
most solid and stable political and social to strengthen our national
institutions facing decisions to be taken in the immediate future.

A single candidacy and civic sociopolitical spectrum have been the best
way to achieve a significant increase in the level of participation,

We ask that the minimum program of the political forces that occur in
the various candidates for the European elections include the explicit
defense of the following four points:
a) The irrevocable nature of the consultation scheduled for November 9

statement on the independence of Catalonia;
b) In the event that the Spanish tried to prevent the holding of the

c) The European Union must respond to the challenge posed democratic Catalonia.
For strict application of European principles, the constitution of
Catalonia as a sovereign state must entail obtaining immediate same
political status of any Member States which currently make up.
d) The protection of fundamental rights, democracy, commitment to the
welfare state, solidarity among different peoples in Europe and the
commitment to economic progress, social and cultural.
7. The Catalan National Assembly will only support candidates that include programmatic points already exposed.
