ultimately overcome the immense power of capital, it will have to begin
at the base—in the neighborhoods and workplaces—by building up
democratic organs of popular power to counteract the fragmentation of
society under neoliberalism. We are seeing some tentative moves in this
direction, but we need to go much further."
