The December EU summit was supposed to agree a new tool to enforce neoliberal reforms and deepen austerity, known as "contractual agreements" on economic policy between member states and the Commission.

But internal rifts within the Council are threatening the project, providing trade unions and other social movements with an opportunity to stop this blatant attack on social rights and potentially push on further.
