effective justice for victims of human rights violations that occurred

“Justice cannot be achieved without effective accountability and
redress mechanisms for victims,” says the head of expert group Patricia
Arias. “Eliminating the culture of impunity is also seen by many to be
the most significant move towards genuine and lasting reconciliation.”
