Interview with Carmen Forcadell

"The state will have to build as good or as bad as we are able to build it"

The Catalan National Assembly (NCA) is a grassroots organization and
transverse unit whose objective is the independence of the Catalan
nation by peaceful and democratic means. More than 500 regional meetings
around the country formed by tens of thousands of people who work
selflessly for freedom • Collective bargaining.
The ANC organized
the three most massive demonstrations in the history of the Catalan and
the largest in Europe. First, the Eleventh of September, 2012, with the
demonstration in Barcelona "Catalonia, new state in Europe", the second
Day of 2013, with "Way to Catalan Independence" and the last, the Day
2014, the Catalan Way "Now is the Time."

Interviewed its president, Mrs. Carmen Forcadell:

"The right to self-determination is a fundamental principle of human rights"

According to the United Nations Charter, signed and ratified by over
160 countries, the right of self-determination is a right of all peoples
is a collective right that must be exercised group • cabbage • Legal

A country that allowed its people to vote, can be considered a democratic country?

of democracy. You can not force a state to be part of another state if

century, we are in the European Union. In a democracy that is valid is

What is behind "the indissoluble unity of the Spanish nation"?

Unfortunately when we move from dictatorship to democracy and the
Constitution was here there was not a democratic breakdown, was only a
transition. People who were under Franco was still in power, so the
Constitution was not quite democratic because it took people who had
worked with cabbage • dictatorship under the shadow of this power under
the shadow of the army.

When Spain does not comply with the
agreements they made with Catalonia, what legal mechanisms, legal,
Catalonia has to defend it?
We have no legal mechanism. Spain is
based on the Constitution and the Constitution does not appear

people. Court is always used against the interests of Catalonia.

November 9 will query for Independence. Are necessary after an election plebiscite?

understand that elections are necessary for plebiscite when they stand

This consultation could be considered the first round elections and
after elections that will give us the democratic mandate.

Would not it be better to wait and negotiate a possible change of government in Spain in 2015 elections?

Is that we do not believe it. The last negotiations we did with Spain
was the statute, which was passed in 2005. The statute was already
negotiations between the Catalan Government and the Spanish Government.
What we vote was not what came out of the Parliament of Catalonia, and
stooped. After negotiating this, the Spanish government also took to
court, or something unusual. And the court says that the statute can not
be, that this Statute was being negotiated with the Spanish Government
and approved by the people of Catalonia. So this shows that what we
think, what we feel, our opinions do not matter at all in Spain. We
realized that we do not respect or as citizens or as a people. Then of
course, what credibility the government has already told us that we
respect. The fact that we can not just vote the PP said, it also said
the PSOE. Whoever won would be like for us, so we decided that the
future of Catalonia must be in the hands of the citizens of Catalonia
and now is the time.

Who next? Where we take this question?

This query is simply to know everyone's opinion, a participatory process
so that everyone can give their opinion on whether Catalonia should be
independent or not. It's an opinion. And everyone can vote. This vote
does not create a democratic mandate, not as we would like to endorse a
query. In the hours that must be done after the elections and thereafter
the Government of Catalonia is available for trading. It is one thing
to declare independence and the other proclaimed Independence. If the
majority of the citizens of Catalonia say they want an independent
state, must make a declaration of independence. This announces facing
Spain, before Europe and to the world that want to be independent and
start working to be. And then begins a process of negotiation with
Spain, the European Union and the UN. And you begin to create structures
of state. We need an agency Catalan tax, then there is a time to go to
work at the international level that the world recognize us, to create
state structures. And when we are ready, then we will do the
Proclamation of Independence. Once declared independence, work for a
year or a year and a half to proclaim independence, then if we will be
independent in fact.

How are the citizens who are not Catalan and newcomers?

This is all a process, regardless of how talk, its origins, we are all
here, all want a better country and we have to build together. Or is
that not all are equal, all are not people? When we separate all Catalan
citizens begin to be on the same day, so it will be newcomers, all of
us in this country will be Catalan citizens. It will be the first day of
the republic Catalan for everyone.

When a woman wants to
separate, independent from their husband needs, first, a determination
to separate and second funds. The Catalan people have amply demonstrated
their willingness demonstrating in the streets, but it has the
financial resources to do so?
And so we have the resources, what
happens now is that we do not collect and that is the problem. We are
16% of the population of Spain. We have 19% of the gross amount and pay
24% tax. So this tells us that we do have the resources, what happens
now that we do not collect, and our resources go.

How to pay pensions?

Is that because the Catalan pensions we pay every month with the money
that we have and listed here in Catalonia. These contributions are used
to pay pensions. There is a box in Madrid. As Catalonia will continue to
work, continue to pay the pension contributions of those workers
Catalans.

In a state that serves its own cuts?
We do not have
to cut. The state will have to build as good or as bad as we are able
to build it. That is, it will be our responsibility. We want
independence and we want better schools, better health, better social
services and want to decide our future. We realize we have a lot of
strength and as citizens if we are together, we can achieve many things
changed. We regained sovereignty. Because in a democracy the sovereignty
rests with the people. The state will build as good or as bad as we are
able to build it. It would be a colossal mistake, after all you have
done to achieve a better state, which ultimately was not possible, we
can not lose this opportunity and we have to educate people that it is
we who will do better or worse. We want a state that does not cut,
obviously.

After 9N, will require the polls to ask people Suber
on the model of health care and public education on foreclosures,
bailouts to banks, etc.? Catalan people will be consulted?
Hopefully
if we decide if we want to be in the European Union on what kind of
health care we want, we have to decide everything. The political parties
will say one thing and then do exactly the opposite, it has been

program. Popular pressure that we have been playing now, all of us, to
decide our future, we must also take exercise for better health, to
require political parties to fulfill their program, because we

Martin Luther King had a dream and that dream was fulfilled. How is the dream of Carmen Forcadell?

It is this dream that is not only mine, but it is the dream of
thousands of citizens of this country. We must seize this historic
opportunity that very few people have. We have it and we have to build
this country together, make it better, with the strength of the people
and I think this will be an example to the world, if we do well, because
it will have reached a radically democratic absolutely peaceful. And
change things this way is an example for the world. This is my dream and
many, many people.
