prevalent enough both before World War II (just ask the world’s
indigenous peoples) and then during
World War II itself, which is why the issue attracted serious
international attention in the war’s aftermath, it cannot be claimed
that the outlawing of genocide did much to end the practice, as the
record clearly demonstrates.
