Madrid must make the case for a united Spain without resorting to arrests
The Spanish government of Mariano Rajoy has to win important arguments
to defuse the crisis in Catalonia but is shooting itself in the foot. It
must over the coming weeks persuade Catalan separatists that their
demand to break away from Spain has only threadbare legitimacy, that the
constitution must be respected and that the country’s democratic
process is robust enough to deal peacefully with disgruntled regions.
