Declaration on the start of Catalonia's transition to independence
Junts pel Si and CUP have reached an agreement and presented a motion for the declaration of the beginning of Catalonia’s transition to independence to the Parliament of Catalonia. It will be debated and approved early November. Here’s briefly the 9 main points of the declaration:

Parliament of Catalonia:
1. Interprets the results of Catalonia’s 27 Sep election as a mandate to start transition to independence.
2. Declares the beginning of a process towards an independent Catalan State structured as a Republic.
3. Initiates constitutional process including citizen participation for drafting independent Catalonia’s constitution.
4. Urges the next Government of Catalonia to adopt measures to implement this declaration.
5. Starts drafting laws for the constituent process, social security and public finances within 30 days.
6. Declares that this process to independence is no longer subject to decisions by the Spanish institutions including the incompetent Constitutional Court which has been delegitimized since the 2010 ruling against the Statute of Autonomy.
7. Takes necessary steps to ensure a democratic, sustainable and peaceful rupture from Spain.
8. Urges the future Government of Catalonia to abide by the policies and mandates of the Parliament of Catalonia.
9. Declares will to start negotiations to implement this democratic mandate to create an independent Catalan State, and informs the Spanish authorities, European Union and the international community of this declaration.
