The sectarianism that plagues Iraq today began as classic US
counterinsurgency operations: paramilitary death squads. We used them in
Vietnam (Operation Phoenix). We used
them in Latin America (e.g. El Salvador, Honduras). We used them in
Iraq. They were Shia militias (many later incorporated into the Iraqi
Army) whose terrorism laid the foundation for ISIS. From 2013 but worth
