DOCUMENT: The secret plan to give U.S. entry into the business of public services in Europe

eldiario.es had access to part of the secret negotiation of the Free
Trade Agreement with the U.S. with the initial offering of services
liberalization

The health and education in the negotiating table. Financial services are now out of the agreement.

The document has been received through Filtrala.org , anonymous leaks tool

Europe and the United States negotiated behind the backs of its
citizens one of the agreements that will most influence the life of
Europe in the coming decades. This is the Transatlantic Free Trade and
Investment, known by its acronym in English TTIP and regulation of
equalization in both economic areas to promote trade and investment.

eldiario.es had access, exclusively with La Marea and Diagonal , one of
the secret documents that are the basis for negotiations and
representing the range of services that Europe is ready to negotiate
with Washington. The document has come to Filtrala.org through the tool
of anonymous leaks to the media which they collaborate.

The
agreement is in the spotlight of social organizations and leftist
parties as their effects in practice may incur further liberalization of
dozens of sectors in the EU, which has a regulation in general more
demanding than in the U.S., and opens the door to greater power of
private companies.

The secret draft has come fragmented into
three files and extends at least a hundred pages. The front panel header
makes it clear that a secret document as negotiations have been
classified as confidential in Europe and the U.S., something criticized
by people such as Joseph Stiglitz, Noam Chomsky or Sami Nair. So far,
only known four documents dozens of reports of crossing the ocean.
Although formally this round of negotiations began in 2013, has for
decades been brewing with subsequent agreements and working groups have
been formed in the EU and USA. This document has today (13 June) as the
deadline for member states to make their contributions.

This is
an initial offer, a sort of catalog of what the European Union is ready
to negotiate with the United States to ease business in the services
sector. Each trading the TTIP areas discussed in an ad hoc committee, as
in the case of energy, one of the previously leaked documents in which
they talked about issues such as fracking. Which has come to
Filtrala.org is the draft that the Committee on Services and Investment
works, which means that a journey is made for all services, including
public, offered to citizens. This implies that also opens in the range
of offers such as health issues, social services, education and key
issues such as energy services. It is a list of positive points to
negotiate. Ie, it includes everything that is susceptible of discussion.

In the letterhead seals Council of the European Union and the
Commission appear as the permanent representation of each country in the
Council which is negotiating the agreement (not possible that the
government of each country to continually go to Brussels these
discussions).

The document marks the broad scope of services
negotiations in the EU. After an initial list of caveats in which the
Commission reserves the possibility of negotiating issues in a wide
range of services that are considered national security, then displays
the American partner in what areas would rise to a negotiation. Member
states should set these reservations in advance, because once the
agreement is signed can introduce new exceptions. It is a way of not
committing to change a certain aspect of the legislation in multilateral
agreements.

The exceptions revolve around oil extraction,
mining, nuclear production and other sensitive items such as fishing and
agriculture in the EU ignores a priori commitments. Your listing is not
a refusal to discuss a booking but do not if you're not interested
states.

The document notes one by one the barriers to market members or the EU
as a whole states currently have in countless sectors, in order to
negotiate their total openness. In a last column (under 'Limitations or
National Agreement') also highlights which countries favor the entry to
its own citizens or businesses, one of the most important constraints on
the EU market and fight for filing.

The document is a breakout
fledged in which the Eurocrats exhibit all the weaknesses of member
countries for Americans to know what restrictions are going to face and
negotiate their elimination. In the initial note, the EU makes it clear
that this initial proposal is pending that "the United States offers a
significant level of sub-federal level transparency." That is, the other
side of the Atlantic should be building something like this but with
the constraints posed by Lander draft.
Red line on the bench

It is especially striking that only one area is outside the text:
finance. Although initially financial services would be included in the
Treaty, like all other aspects of the economy, the U.S. has put
obstacles in the negotiations. Washington understands that the current
financial regulation is more stringent than the European, mainly thanks
to one of the last laws passed after the bubble burst, the Dodd-Frank.
For this reason, Americans have asked exclude finance regulatory
cooperation framework, which would have led them to negotiate their
current level of financial regulation and make it loose.

This is
very important because as Tom recalls Kucharz, spokesman for Ecologists
in Action, makes the arguments used by negotiators to defend the Treaty
"falling under its own weight." If the United States does not want to
negotiate in the financial field that would be a downgrade of its
requirements is clear that the negotiation process is lower. In this
case, EU law has the most to lose as saving the area of finance, the EU
is much more demanding in terms of legislation. For example, the main
U.S. interest is to negotiate regulatory cooperation in the energy field
, where the Americans are much more open than Europeans.

The
document says that "due to strong opposition from the United States to
include regulatory cooperation agreement in the field, it is appropriate
not to include any commitment to the supply of financial services by
the EU at this point." The Commission leaves the door open to that if
"in the future" Americans change their minds and agree to open the melon
finance, Europe also show their cards.

Banking services are therefore the only red line marked on the
document, and not by European will. Of the remainder, the EU shows its
desire to talk about everything, including the provision of medical
services (which would open further health business to large U.S.
corporations healing), transport liberalization of professional bodies.
Since European public service unions is emphasized that this openness to
negotiate benefits such attempt against the quality of services and
employment. To Kucharz, is a "warning to all Spanish tides. Megaamenaza
It's a quality of public services."

It should be noted that in
making the current path constraints in the countries of the Union, Spain
is one of the countries least appears largely because it is one of the
most liberalized countries in the continent. Little mention is found of
Spain regarding restrictions of professional associations and, of
course, the possibility of putting a pharmacy or work of accounting
auditors.

According advocates talk about figures worth billions
of economic impact and job creation. Detractors, destruction of
thousands of jobs in Europe and the loss of labor rights.
