In the context of the 20th anniversary commemoration of the
Rwandan genocide, the role of the International Monetary Fund and the
World Bank must be understood.

In September 1990 at the very outset of the RPF insurgency and
invasion from Uganda, a devastating program of macroeconomic reforms was
imposed on Rwanda by the IMF.
