The
decree to categorized large swaps of Egypt’s border areas as
respectively “prohibited” or “restricted” zones was published by Egypt’s
presidency on Sunday, reports The Cairo Post. The newspaper quotes
presidential spokesperson Alaa Youssef as saying that similar laws were
in place between 1981 and 2012 when they expired. Youssef said that
according to the decree, it is illegal for people by any
means of transportation above or below ground to enter prohibited areas
with the exception of armed personnel, equipment and vehicles, and
civilians with military authorization. Several areas, towns and border
crossings are exempt from the decree, reports The Cairo Post. These
include the cities of Salloum, Sidi Barrani, Siwa Oasis and the
southeastern town of Halayeb, as well as the city of Rafah on the
Palestinian – Egyptian border. There is, however, a five kilometer
stretch near the Palestinian side of Rafah that is included in the

Egyptian military enforces a one kilometer wide buffer zone along the 12
kilometer long Egyptian – Palestinian border while the Egyptian
government is taking a number of initiatives to normalize the situation
so much that the Rafah border crossing can be permanently opened to list
the blockade on the Gaza Strip. Egypt is also taking initiatives for
Israel to list its blockade. The decision to establish the buffer zone
followed coordinated militant attacks in the North Sinai province on
October 24 which killed over 30 military personnel. Numerous other
attacks have been carried out by insurgents, including execution style
murders of military conscripts and police officers by among others Ansar
Bayt al-Maqdis. The organization recently swore allegiance to the
self-styled Islamic State a.k.a. ISIS or ISIL and has re-branded itself
under the name Wiliiyat Sinai. Another attack in Farafra, Wadi Gedid,
near the Libyan border in June caused the death of 22 Egyptian military
personnel. Groups within the Muslim Brotherhood associated Palestinian
Hamas have actively participated in armed attacks against Egyptian
security forces since the onset of the predominantly Turkish, Qatari,
US/UK and Israeli-backed “Muslim Brotherhood – Al-Qaeda Project a.k.a.
The Arab Spring. Hamas’ elements involvement in the insurgency prompted
senior Hamas legislator Yahia Mousa, in 2013, to warn that Hamas would
pay a heavy price for its interference into Egypt’s internal affairs.
Egypt is, however, working at opening the Rafah border crossing to the
Gaza Strip as soon as the security situation allows for it to alleviate
the devastating humanitarian consequences which Palestinians in the Gaza
Strip are suffering due to the blockade. The Gaza Strip is by many
