Corrections and Rehabilitation (CDCR) were sterilized without their consent.
A report
conducted by the Center for Investigative Reporting (CIR) found that
tubal ligations were performed by coercing women who were supposed to
return to the prison.
Some of the procedures were conducted in the 1990s under pressure by the eugenics program in California.
Doctors took matters into their own hands to preform sterilization surgery for the sake of taxpayers in California.
The State of California paid those doctors $147,460 over a 12 year period to perform the tubal ligations on female inmates.
Dr. James Heinrich, OB-GYN for the Valley State Prison (VSP) said:
“Over a 10-year period, that isn’t a huge amount of money compared to
what you save in welfare paying for these unwanted children – as they
procreated more.”
Heinrich explained that female inmates at risk for multiple
C-sections and had several children already were targeted for
sterilization.
One victim, Christina Cordero, gave birth at VSP in 2006. Codero said
that as soon as Heinrich “found out that I had five kids, he suggested
that I look into getting it done. The closer I got to my due date, the
more he talked about it.”
Codero explained that Heinrich made her feel “like a bad mother” if
she did not have the tubal ligation. She regrets having allowed the
doctor to sterilize her.
